Job Description

Koniag Data Solutions, a Koniag Government Services company , is seeking a Program Manager/Scrum Master with a Secret clearance to support KDS and our government customer in Kettering, OH. This is a Remote opportunity.

Koniag Government Services is seeking a highly experienced Program Manager/Scrum Master to serve as the primary representative responsible for overseeing all work awarded under our federal contract. This key leadership position will involve managing multiple complex tasks across various program offices and geographically separated locations. The ideal candidate will have proven experience in federal contract management, excellent communication skills, and the ability to lead a team of professionals to meet critical deliverables and compliance standards.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The Program Manager/Scrum Master will be responsible for the overall planning, execution, direction, coordination, and administration of the contract. Principal responsibilities include:

  • Serve as the primary representative responsible for all work awarded under the contract

  • Participate in program and project reviews to ensure alignment with client objectives

  • Lead a team of professionals to successfully execute contract requirements

  • Guarantee timely submission of all deliverables and ensure adherence to referenced standards

  • Communicate proactively with the key stakeholders regarding any changes or issues

  • Exercise authority for planning, executing, directing, coordinating, and administering multiple tasks

  • Manage both routine and complex projects across multiple program offices

  • Lead and facilitate all Agile ceremonies including sprint planning, daily scrums, backlog refinement, sprint reviews, and retrospectives

  • Ensure work items meet 'Backlog Ready' and 'Sprint Ready' criteria before entering development

  • Verify completed work meets 'Sprint Done' and 'Release Done' criteria for acceptance and deployment

  • Coordinate three-week sprint cycles for development and manage sustainment under a Kanban continuous flow model

  • Track and report on Agile performance metrics (cycle time, sprint burndown, team velocity) using the government-provided Jira environment

  • Coordinate efforts across geographically separated locations

  • Develop and maintain project schedules, budgets, and resource allocations

  • Implement risk management strategies and quality control processes

  • Provide regular status reports to stakeholders and leadership

  • Foster effective working relationships with clients, team members, and other stakeholders

Education and Experience:

  • Bachelor's degree in Business Administration, Project Management, Information Technology, or related field(or equivalent work experience)

  • Minimum of 8+ years of experience in program/project management

  • 5+ years of experience managing federal government contracts

  • 3+ years of experience as a Scrum Master or Agile project lead

  • Demonstrated experience leading teams of professionals across multiple locations

  • Must have Active Secret Clearance

Required Skills and Competencies:

  • Strong understanding of federal contracting processes, regulations, and compliance requirements

  • Proven ability to lead and manage complex, multi-faceted projects simultaneously

  • Excellent organizational and time management skills

  • Strong leadership and team management capabilities

  • Exceptional written and verbal communication skills

  • Advanced knowledge of project management methodologies (Agile, Waterfall, etc.)

  • Knowledge of CI/CD pipelines and DevSecOps principles

  • Proficiency in project management software tools and Microsoft Office Suite

  • Experience with risk assessment, mitigation, and management

  • Ability to develop and track project budgets and resource allocations

  • Demonstrated problem-solving and critical thinking skills

  • Knowledge of IT systems and infrastructure (preferred)

  • Understanding of government agency operations and protocols
